The integral development plan ‘Serbia 2027 – A Leap into the Future’ aims to enhance the quality of life for all citizens through diverse initiatives spanning economy, infrastructure, ecology, and cultural heritage. The plan is built on six key priorities: raising living standards, accelerated modernization, infrastructure development, industrialization, agriculture and environment, and the EXPO 2027 world exhibition. This global event provides Serbia with a unique opportunity to present itself as a modern, attractive destination for both tourists and investors. By launching these integral development projects in Lebane, we have initiated numerous efforts to ensure progress and a better life for our entire community.
The construction and equipping of the innovative Caričin Grad’ Visitor Center in Lebane marks the first successfully completed project. This has provided the municipality with a magnificent tourist facility of exceptional importance for the growth of Lebane and the entire southern Serbia region.
1. Revitalization of the Central Pedestrian Zone
The revitalization of the town square and the central pedestrian zone will provide Lebane’s center with a contemporary and modern aesthetic.

3. Construction of a Pedestrian Footbridge Over the Jablanica River
The construction of the pedestrian footbridge dedicated to Empress Theodora over the Jablanica River, combined with the revitalization of the riverbanks—featuring walkways and rest areas—will enhance Lebane’s visual appeal and provide functional spaces for both citizens and tourists.
4. Reconstruction of the ‘Teodora’ Visitor Center
The project includes the renovation of the on-site restaurant, as well as the reception area and guest rooms within the ‘Teodora’ – Caričin Grad facility.
5. The Radan Mountain Road, connecting Prolom Banja to Caričin Grad, will link two districts and unlock immense tourist potential. This route will integrate the most complementary attractions of the five municipalities within the Nature Park: Sijarinska Banja with its unique natural geyser and 15 thermo-mineral springs; Đavolja Varoš (Devil’s Town), a nature park of exceptional landscape and biological value; Prolom Banja with its renowned springs and tourist capacities; Pločnik, a Neolithic settlement; the city of Prokuplje with its cultural-historical institutions and Bublica Lake; Brestovac Lake and the scenic monuments of the Bojnik municipality; and finally, Caričin Grad, an archaeological site of extraordinary significance in Lebane.
6. The ‘Čukljenik’ Tourist and Recreational Park project involves the construction of trails for walking, running, and cycling, alongside designated rest areas. Spanning 42 hectares, the park will feature a primary access road and two ‘health paths’ equipped with resting points, an accommodation facility, a scenic viewpoint, and various supporting amenities.”
